Reserved matters planning application update

Following the grant of outline permission on 31st March 2026 (Application Ref: 21/01171/OUT), for Godley Green Garden Village, Made Partnership have now submitted a reserved matters application for key infrastructure on the first few phases of the eastern village. The description of development for this reserved matters planning application is as follows:
“Reserved Matters application for Phase EV1, EV2 and part EV3 site infrastructure and enabling works to include: demolition of on-site structures and provision of site access off Mottram Old Road; internal primary spine road; and associated earthworks; drainage; substation(s); landscaping and play space.”
The reserved matters planning application comprises details of the spine road, landscaping, open space, earthworks and other infrastructure required for the future delivery of the proposed housing. It is noted that no housing proposals are included at this stage and that this detail will follow through future reserved matters applications made by the individual housebuilders.
The application is accompanied by a suite of supporting documents and plans. The extent of the supporting information and scope of these documents, is in accordance with the requirements of the conditions attached to the outline planning permission.
The application does not consider the principle of development (as this has been dealt with through the grant of the outline planning permission) but it is intended to address the relevant planning considerations, with regards to the final design for the infrastructure works.
A supporting application has also been submitted, which comprises details relevant to a number of the pre-commencement conditions attached to outline permission ref: 21/01171/OUT. The pre-commencement conditions this application deals with are as follows:
Condition 20 – Remediation Strategy.
Condition 23 – Landscape Environmental Management Plan (LEMP).
Condition 24 – Tree Retention and Protection Plan.
Condition 26 - Preliminary Ecological Appraisal and Habitat or Species Survey.
Condition 40 – Gas Main Plan.

These applications relate to different stages of the planning process and serve distinct purposes.
The Reserved Matters application seeks approval of detailed aspects of the development that were not included within the outline planning permission. This includes matters such as scale, layout, landscaping and appearance. This type of application is subject to public consultation, and any comments received will be considered by the Local Planning Authority.
The Discharge of Conditions application is a technical process that allows the applicant to demonstrate compliance with conditions attached to the previously approved outline planning permission. This may include matters such as ecology, landscaping, remediation and site-specific technical details. As this type of application does not seek approval for new development, it is not subject to public consultation.
Outline planning permission for Godley Green Garden Village has already been obtained through the outline application. The current submissions relate to the approval of detailed matters and the discharge of planning conditions, rather than the principle of development.
All application documents are available to view on the Council’s planning register as above.
Further submissions will be made in the coming months to deal with the remaining pre-commencement conditions prior to works commencing on the site.
